Z--Provide Maintenance of Roadway - Roadway Stripping

The contract requires the performance of roadway re-striping for severely faded markings on Virginia sections of the Blue Ridge Parkway in Asheville, North Carolina, under a 100% small business set-aside with a NAICS code of 237310. The work is part of a Firm Fixed Price contract with a period of performance from June 15, 2026, to September 14, 2026, and must be completed within 90 calendar days of receiving the Notice to Proceed, which is contingent on the submission and approval of payment and performance bonds, liability insurance, a safety plan, a work schedule, material submittals, and pre-construction coordination. The contractor must furnish all equipment, supervision, personnel, materials, and transportation, including compliance with stringent traffic control measures and adherence to specified material delivery and placement standards such as tailgate-spreading 16,100 tons of TDOT 903-specification crusher run limestone aggregate with a three-inch uniform lift and strict prohibitions against spot dumping or segregation. The contract incorporates numerous Federal Acquisition Regulation clauses including permits and responsibilities, other contracts, security requirements with Alternate II, value engineering, labor standards disputes governed by 29 C.F.R. Parts 5, 6, and 7, and certification of eligibility under Davis-Bacon Act requirements, along with Department of the Interior-specific clauses on release of claims, liability insurance, accident prevention, and specifications and drawings. All materials must be delivered and stored in original manufacturer containers with full labeling including material, color, manufacture date, batch number, manufacturer details, temperature range, shelf life, and accompanying MSDS sheets. Performance is subject to rigorous inspection by the Contracting Officer’s Representative, with the contractor required to maintain and provide complete inspection records and implement a construction quality process overseen by an authorized representative empowered to halt nonconforming work. The government retains full rights to inspect, test, and reject any work that fails to meet specifications at no cost to the government.
