Contract FA4661-04-R-0011, issued by the Department of Defense through the 7 Cons Cd agency, involves the replacement of the roof at the Component Repair Shop, specifically Building 8130, located at Dyess Air Force Base in Texas. The scope of work requires the contractor to provide all necessary labor, materials, equipment, and services to complete the roof replacement. The project is structured with firm fixed price CLINs covering general work, roof deck patching, and downtime. Because the building remains occupied during the project, the contractor must coordinate activities to avoid operational disruptions. Technical provisions include specific guidelines for safety, health, waste disposal, and storage area management. While the initial NAICS code was listed as 238390, a subsequent amendment updated it to 238160 with a size standard of 12,000,000.00 dollars. Project calls for the replacement of built-up roofing, rigid insulation, gutters and downspouts, and gravel guards/fascia at approximately 20,700 square foot, single story component repair shop, Building 8130, at Dyess AFB, Texas. The facility was originally built in the early 1960's with three additions constructed since then. The configuration of the existing roof is a combination of roof sections of various slopes. Roof sections abut awkwardly at some locations; particular attention shall be paid to flashing and counter-flashing at these locations. A special area of concern is where an addition with a varying wall height adjoins the original structure, resulting in a water trap. This requires the construction of a cricket using tapered insulation. Abandoned penetrations and rooftop equipment shall be removed and the resulting openings patched. Interior equipment formerly served by the abandoned rooftop equipment, but now not in use, shall also be removed and resulting voids in the interior finishes shall be patched and repair. The roof has a number of penetrations requiring special attention. Higher curbs shall be provided for solar tracking skylights mounted on the roof. Removal and reinstallation of the skylights will involve electrical work. New boots shall be installed at the existing stack vents. One roof hatch shall be removed and reinstalled. Another roof hatch shall be removed; its ladder shall also be removed and the holes in the interior finishes shall be patched. New sheet metal items, such as gutters and downspouts, gravel guards, and fascia, shall be painted. Existing rooftop equipment to remain shall be repainted. The debris and scrap generated under this contract shall be removed and disposed of off-base at an approved facility and in accordance with federal, state, and local regulations. The North American Industry Classification System (NAICS) code for this project is 238390 with a size standard of $12,000,000.00. This project will be competitive HUBZONE Set-aside.
