The contract involves the complete replacement of the cooling pond pump house and three associated pumps at Eielson Air Force Base, Alaska. The contractor is required to provide all necessary labor, materials, equipment, and transportation to execute the project according to detailed contract documents, including drawings and technical specifications. The new pump house will be constructed onshore near the cooling pond, replacing the existing facility that delivers cooling water to the Central Heat and Power Plant (CHPP) condensers. The government will supply the pump motors and electrical power, and a new 30-inch water line will be built by the contractor to connect the pump house to an existing pipeline, extending it for added redundancy and operational security. The government will complete the initial portion of this pipeline extension and provide the required 30-inch pipeline materials. The project also includes integrating the existing and new pipelines, along with well water pipelines, with valve systems to allow flexible cooling water sourcing. The contract value is estimated between $1 million and $5 million and will be awarded as a Firm Fixed Price contract with an estimated performance period of about one year. This acquisition is part of the Small Business Competitiveness Demonstration Program under NAICS code 237990. The Department of the Air Force, specifically the 354th Fighter Wing at Eielson Air Force Base, Alaska, is conducting market research through a Sources Sought notice to identify qualified contractors for on-call, critical emergency and scheduled maintenance and repair services for the Central Heat and Power Plant. The scope of work involves six coal-fired high-pressure power boilers, consisting of four Springfield Boiler Co. Model 1951 and two Indeck Keystone Energy Model 2013 units. All repairs must be inspected and accepted by a certified State of Alaska Boiler Inspector, with the contractor responsible for both scheduling and funding these inspections. The contractor must provide all necessary tooling, transportation, and equipment, as the government will provide no furnished property. Additionally, personnel must be vetted through the Defense Biometric Identification System and comply with all base HAZMAT and safety regulations.
