The VA Tennessee Valley Healthcare System Alvin C. York Campus, supported by the VISN 9 Acquisition Service Center, is awarding a contract for Project 626-10-102 to provide design and construction services for exterior restoration and roof replacement. The scope of work requires the contractor to furnish all necessary labor, materials, equipment, and supervision to complete the project. This procurement is being conducted as a sole source award to a Service Disabled Veteran Owned Small Business under the authority of 38 U.S.C. 8127 (d) and FAR 6.302-5. The justification for bypassing full and open competition is based on the contractor's current presence at the VAMC, which allows for immediate commencement of work without a lapse in coverage and eliminates additional mobilization and security badging costs. The agency has determined the contractor is competent for the design-build requirements and anticipates that the resulting costs will be fair and reasonable.
