The Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) is conducting market research to support preliminary planning for Facility Sustainment, Contract Inspection, and Specification Writing (FS and CISW) services across several key naval installations in the mid-Atlantic region. This effort is aligned with established Navy and federal guidelines, including OPNAVINST 4860.7D and OMB Circular A-76, to ensure compliance with the Commercial Activities Program and FAR Part 10. The research aims to validate the scope and grouping of functions, identify the most suitable NAICS code, and assess the availability of potential commercial and small business sources capable of fulfilling the agency’s needs. Depending on the findings, one or more contracts may be awarded following a public-private competition designed to determine whether providing services through commercial contracts or a federal Most Efficient Organization workforce will be more cost-effective and efficient. The services in question encompass comprehensive facility maintenance activities including dispatch, contract inspection, and specification writing, currently performed at multiple naval sites such as Naval Station Norfolk, Naval Amphibious Station Little Creek, and Norfolk Naval Shipyard, among others. Warden Associates, Inc. is conducting the market research on behalf of the Navy, utilizing a targeted questionnaire to gather relevant market information from commercial entities. Respondents are assured that information provided during this phase will not be used in future proposal evaluations. The government anticipates issuing one or more solicitations for all or parts of these services following the research and competition phases, with an emphasis on leveraging qualified commercial and small business sources where possible. Key contacts for this project include representatives from NAVFAC and Warden Associates who can be reached for queries and submission of completed surveys.
