The service in question involves mechanical maintenance tasks supporting federal real property management, specifically the leasing, building, and maintenance of federal office space. This process is a cost comparison study to decide whether contract performance or in-house government performance is more economical, emphasizing that it is not a solicitation and does not obligate the government to award a contract. The competition will comprise a base year plus four option years, with an expected conclusion date in September 2004. The key officials overseeing the competition include Assistant Regional Administrator Paul Prouty, Contracting Officer Dannie Crowder, and Agency Tender Official Thomas Jans.
