AI Contract Overview
The contract is for a Design-Build project to remove and replace the existing nurse call system at the Thomas H. Corey VA Medical Center in West Palm Beach, Florida, under Project No. 548-26-104. The work encompasses a full-scale overhaul of the nurse call infrastructure, including the removal of all existing components such as headend amplifiers, speakers, conductors, and conduit, and the installation of a new digital networked system compliant with VA Design Guidance. The project is valued between $5 million and $10 million, with a 365-day performance period beginning within 10 days of contract award. The solicitation was issued on April 20, 2026, with proposals due by May 11, 2026, and a single amendment posting on May 1, 2026, clarifying RFI submission timelines. This procurement is strictly set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring offerors to provide valid SAM.gov registration, UEI, and CAGE code, and to be certified in the SBA's VetCert database. Subcontracting is heavily restricted under FAR and VAAR provisions, with no more than 75% of the contract value allowed to flow to non-SDVOSB subcontractors, excluding materials, and all subcontracts over $10,000 must flow down these limitations. Proposals must be submitted electronically via email to the contracting officer and follow a two-phase structure: Phase 1 includes a technical submission limited to 20 pages for the technical approach, 12 pages for specialized experience, and a separate price proposal with supporting documentation. Offerors must provide attachments such as a base offer price breakdown, experience information sheet, PPQ, LOS, EMR, and information security documentation. Evaluation is based on a trade-off process emphasizing technical approach, specialized experience, past performance, schedule, and key personnel, with technical factors collectively carrying more weight than price. The contract mandates strict compliance with VA Master Construction Specifications, special inspection protocols, and quality control procedures overseen by VA-approved inspectors. All labeling of cables, devices, and automation equipment must follow precise standards, including source/destination identifiers and standardized naming conventions for BAS systems. Final acceptance occurs on-site after government-conducted inspections verified against FAR Clause 52.246-12. Invoicing must be submitted exclusively through the VA’s EIPP system or X1
