AI Contract Overview
This solicitation, identified as 36C24926B0004 and designated under contract number 621-26-S-006, calls for comprehensive campus-wide striping and painting services at the James H. Quillen Veterans Affairs Medical Center (JHQVAMC) in Mountain Home, Tennessee. The work is to be performed in accordance with FAR 12.201-1 simplified acquisition procedures and is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC). The primary objective is to improve visibility, safety, and traffic flow by refreshing pavement markings across multiple parking lots on the medical center campus. The scope includes re-striping approximately four parking facility floors with designated markings such as parking spaces, directional arrows, crosswalks, handicap parking spaces compliant with ADA requirements, fire lanes, no-parking zones, and other regulatory markings. Additionally, the project involves installing fifty ADA Access Early Warning Tiles on existing access ramps, ensuring proper integration without creating tripping hazards, and constructing a new 65-foot by 5-foot concrete walkway connecting the healing garden walkway to an adjacent sidewalk, including appropriate joint cutting and site restoration. All site preparation works, such as cleaning surfaces by sweeping and power washing, must be carried out prior to painting, with coordination required for traffic control to minimize disruption. The contract performance period extends for 365 calendar days from the Notice to Proceed, with all work scheduled to occur after business hours or on weekends to avoid interfering with daily hospital operations. Materials specified must include high-quality, durable traffic paints with reflective beads in designated colors—white for standard parking lines, yellow for directional markings and no-parking areas, blue for handicapped spaces, and red for fire lanes—to comply with local regulations and ADA standards. Quality control is emphasized through requirements for clean, straight lines without overspray and adherence to an approved layout, culminating in a final acceptance walkthrough with the property manager or designated representative. Safety protocols mandate installation of temporary traffic safety measures during operations, adherence to OSHA guidelines, and environmental compliance during cleanup, including proper disposal of waste materials. Notably, the project excludes major pavement repairs, such as crack filling or resurfacing, which would require separate agreements. Administrative details such as pricing, award criteria, or special contract clauses are not provided within the presolicitation. The solicitation is managed by the Department of Veterans Affairs Network Contracting Office 9 based in Murfreesboro, Tennessee, with Michael R. Brown designated as the Contract Specialist and primary point of contact for interested offerors.
