The Department of Veterans Affairs (VA) Network Contracting Office 9 is preparing to solicit proposals for the renovation of Building 204 at the James H. Quillen VA Medical Center in Mountain Home, Tennessee, to construct a second Catheterization Laboratory (Cath Lab II). This construction project, anticipated to be valued between $10 million and $20 million, will be conducted under a Firm Fixed Price contract with a performance period of 730 calendar days following the issuance of the Notice to Proceed. The work scope includes all necessary supervision, labor, materials, equipment, and transportation to accomplish a code-compliant and fully operational Cath Lab II. Contractors must strictly adhere to VA design specifications, infection control protocols, safety requirements, and other standards outlined in the VA Program Guides and Construction Standards. The place of performance is the Mountain Home facility itself, with government inspection and acceptance occurring onsite. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under the authority of 38 U.S.C. §8127(d). Eligible offerors must be verified in the SBA’s Dynamic Small Business Search database and registered in SAM.gov with the applicable NAICS code 236220, which covers commercial and institutional building construction. The solicitation process will follow the Revolutionary Federal Acquisition Regulation (RFO) and FAR Part 15 procedures for contracting by negotiation, with an emphasis on contractor responsibility as assessed under FAR Part 9. Prospective contractors are required to submit a Capability Statement limited to 10 pages, demonstrating past performance, bonding capacity, CVE certification (for SDVOSB status), and self-performance capabilities. Subcontracting restrictions apply, limiting payments to non-similarly situated subcontractors to no more than 85% of the contract value excluding materials. Compliance with VETS4212 reporting and submission of bonding letters is also mandated. Questions prior to solicitation issuance are handled solely in writing via designated VA points of contact. The formal solicitation is expected to be posted around June 10, 2026, with a response deadline tentatively set for mid-July 2026. No detailed evaluation criteria or Section I contract clauses have been finalized at this stage, as this pre-solicitation notice is intended for market research and set-aside qualification verification.
