Z2DA--657-24-110JB - FCA Replace Roofs on Buildings 1, 52, 53

This contract is for the replacement of existing roofs on Buildings 1, 52, and 53 at the St. Louis VA Medical Center Jefferson Barracks, with a total roofing area of approximately 89,500 square feet. The work is necessitated by deficiencies documented in Facility Condition Assessment Reports and aims to restore the integrity and longevity of the roofing systems to ensure uninterrupted medical operations. The scope includes full demolition of the existing built-up and elevated wood-framed roofs and installation of new roofing components including insulation and membrane systems in strict accordance with drawings and specifications developed by the architect-engineer Toland Mizell Molnar LLC. All work must comply with the Construction Quality Control Plan, which mandates Preparatory, Initial, and Follow-Up control phases, along with documented testing, deficiency tracking, and corrective actions administered by a designated CQC System Manager. Inspection and acceptance occur on-site and culminate in a Final Acceptance Inspection conducted by the Government after resolution of punch list items, governed by FAR Clause 52.246-12 and multiple industry standards including ASTM, FM Global, UL, and NFPA. The contract is awarded on a Lowest Price Technically Acceptable basis under FAR 15.101-2, requiring offerors to demonstrate technical acceptability across five non-weighted factors: relevant past performance on hospital or medical facility construction projects valued at $2M or more within the last five years, technical construction experience, qualifications of proposed roofing subcontractors and suppliers, technical qualifications of key personnel, and a compliant safety plan. The Period of Performance is 365 calendar days from issuance of the Notice to Proceed. The place of performance is fixed at the St. Louis facility, and all work must adhere to strict Records Management and Privacy Act requirements, including prohibition on retaining or disseminating protected information. Contractors must comply with VA-specific clauses and flow down special requirements to subcontractors, including prior approval for any subcontractor handling sensitive or CUI data. Payment is processed through the VA’s Electronic Invoice Presentment and Payment system using X12 EDI formats, and all deliverables are Government property with unlimited rights.
