Content Requirements / Table: Will a Table of Contents and Tab Page(s) count against the 20-page limit for Volume I - Past Performance? Government answer: Yes it counts against the 20-page limit. Solicitation Pages 8-9 of 68 / Volume I - Past Performance Submission Requirements: Are PPQs required? A PPQ form was included as an attachment (Attachment 9) but not specified as a requirement in the Submission Requirements. Please advise. Government answer: PPQs are required. Solicitation Pages 10-11 of 68: The Solicitation states that "Offerors shall provide the Contracting Officer confirmation of the bid bond delivery via email... prior to the closing date/time." As far as we understand it, only an electronic version of the Bid Bond submitted via email as part of the Volume II - Price proposal is required, but this statement alludes to the possibility of the original also needing to be submitted. Please advise if Offerors are also to overnight the original version of the Bid Bond, and if so, if it is to arrive prior to the due date and time for the proposal submission. Government answer: The Government revised the solicitation to remove the sentence which states, Offerors shall provide the Contracting Officer confirmation of the bid bond delivery via email to contact@example.gov and contact@example.gov prior to the closing date/time . Therefore, the contractor shall provide the bid bonds in the proposal. Solicitation Pages 16-17 of 68 / Sustainable Acquisition Plan: The Solicitation states that "Offerors shall include a Sustainable Acquisition Plan in their technical proposals." Please advise if this in fact an actual requirement of the Volume I - Past Performance proposal (as it was not mentioned as being a requirement in that section) and, if so, whether it will count against the 20-page limit. Government answer: This is not a requirement under Volume I - Past Performance and will not count against that page number.  It is a requirement of VAAR 852.223-70. Solicitation Page 61 of 68 / Organizational Conflicts of Interest: The Solicitation states that "The Offeror shall provide a statement with its offer..." Please advise if this is in fact an actual requirement of the proposal submission (as it was not mentioned as being a requirement in either volume section) and, if so, what Volume it should be placed. If placed in Volume I, will it count against the 20-page limit? Government answer: This is not a requirement under Volume I or II - Past Performance and will not count against that page numbers reflected in those sections. Please add to the end of the proposal. For Volume I - past performance requirements, can SDVOSB utilize Teaming Agreement with Major Subcontractor while proofing limitations subcontracting requirements? Government answer: The government does not usually get into the business of directing companies on whether they may have teaming agreements.  The government only stipulates that contractor must abide by the limitation subcontracting requirements. For Joint Venture, are both parties required to be SDVOSB or can the SDVOSB certified venture with a large or other small business that is not an SDVOSB?
Government answer: Please see Volume II Price Section (j).This is a 100% SDVOSB Set-Aside. NCO17 will issue an amendment requiring that SDVOSBs be certified on the SBA VetCert site at: Veteran Small Business Certification (sba.gov). An SDVOSB receiving the award must be in the SBA Vet Cert database ton receive award.
EP103 shows keyed note 6 on the roof plan. There is no keyed note 6 on the legend. Government answer: Note 6 should be note 3. Note 3 mentioned bonding mechanical equipment to the lightning protection system. EP103 no roof mounted receptacles are shown. Government answer: There is no receptacles shown as there are only exhaust fans on the roof. Per code it s required for heating, air conditioning, or refrigeration equipment. An exhaust fan doesn t exactly fit into these criteria. With that said a convenience outlet can be added if needed. E603 shows almost all the disconnect types as a breaker N4X. Is this supposed to be N4X enclosed breakers or N4X disconnect switches? Government answer: 4X for the disconnect switches. Not an enclosed breaker. E601 shows the generator to be 500KW/625KVA. The specifications show the generator to be 400KW/500KVA. Which is correct? Government answer: 500kW/625kVA is correct. The breaker is sized for 800A and 625kVA calculates to about 800A @480V. There appears to be some sort of vent fan on site. Didn t see any notes on plans what to do with. Refer to attachment IMG_6526 Government answer: See sheet MD001 for scope of work required for existing shallow tunnel access point. There appears to be an abandon pole & light pole on site. The bid documents did not provide any details as to the current location of the fuel tanks that need to be relocated. Additionally, no as-builts were provided on the existing tank piping, etc. Contractor would like to see the tanks and where they are to be relocated. Government answer: Existing tanks are located near building #58. This building is north of building #53. We can provide existing drawings with approval from contracting officer. We are very interested in pursuing the above-referenced project and are getting initial subcontractor interest but due to the RFI deadline tomorrow, we feel we will have limited subcontractor participation.  Is there a possibility that the RFI deadline can be extended a week to allow more subcontractor participation?  Government answer: We are on a tight deadline for this action so the RFI deadline shall not be extended. Will the sign in sheet for the site visit for the above referenced project be posted, or do you have a GC list of bidders? Variable Frequency Drive (VFD) Schedule on Drawing M-603 does not outline the condensate transfer and feed water pump VFDs as outlined on Drawing M-601. Will the schedule on Drawing M-603 be updated? Government answer: Yes, we will identify the VFD requirements in a future addendum. Variable Frequency Drive (VFD) Schedule on Drawing M-603 does not outline the fuel oil pump VFDs as outlined on Drawing M-703. Will the schedule on Drawing M-603 be updated? CRP-1 is shown on Drawing M-707, however, no duplex condensate receiver pump is scheduled on the mechanical schedules. Spec Section 23 50 11, 2.9 states not used . Please provide sizing if required. Where is this pump skid located on the plan view drawings? Government answer: We will identify if the steam condensate pump is required and if so the location in a future addendum. We anticipate all steam condensate to terminate at the surge tank. Drawing M-201 (and Spec Section 23 50 11, 2.17) outlines a steam vent silencer. However, no steam vent silencer is scheduled on the mechanical schedule. Please provide sizing. Government answer: We will provide the location and size of the steam silencer shown on the steam piping diagram in a future addendum. Volume 3 appears to be missing all Division 31 33 Spec Sections. Please provide. Government answer: These Specifications will be provided. There is no boiler blowdown routing outlined on the plan view drawings. Typically, the blowdown is in a trench system inside the new plant with the fuel oil piping system, but that is not outlined on the drawings. Please advise. Spec Section 23 50 11, 1.4-J outlines a required submittal for fuel oil heaters and accessories . Please advise if these are required. Spec Section 25 10 10, Advanced Utility Metering System, was included in the specification (Volume 3), despite Division 25 Integrated Automation Not Used being featured on the specifications' table of contents. There are no one-line drawings outlining existing architecture of the system and expectations for tying this system into the campus wide network. Please provide network architecture and contact information for existing system. Government answer: We will verify with contracting officer for availability of existing campus controls architecture. The solicitation documentation does not outline any parameter, nor constraints, as to when the existing fuel oil tanks can be relocated. It is assumed the existing plant will not have backup fuel once the Contractor relocates, and the new plant cannot be fully started without the new tanks present. Are temporary tanks required? Government answer: Fuel oil is the secondary/backup fuel. Only one tank will be relocated at a time. Second tank will not be relocated until new plant is in service. Bidders are free to propose a phasing plan that include the use of temporary tanks. Please provide as-built drawings to outline location/pipe disconnects, etc. for the existing fuel oil tanks. Government answer: We will confirm with VA and provide available documents. Please provide submittal data for dimensions and weights of the existing fuel oil tanks.
