Consultant Services for Senegal Power Compact M&E Plan Development

The Millennium Challenge Corporation is seeking an independent consultant to assist the Monitoring and Evaluation Division in developing an M&E plan for a 600 million dollar Compact with the Government of Senegal. This Compact focuses on reducing energy costs and increasing electricity access through three primary projects: modernizing the transmission network, expanding rural and peri-urban access, and improving the power sector enabling environment. The selected consultant will support tasks related to the M&E plan, which must be completed within 90 days of the Compact entering into force. Qualified candidates must possess a master's degree in a relevant field, professional proficiency in both English and French, and experience in monitoring and evaluation for power sector programs, specifically within Sub-Saharan Africa. Proficiency in statistical packages like STATA is required, while experience with ArcGIS and data visualization is preferred. The government will award the contract based on best value, prioritizing technical criteria and past performance over price. All quotations, including a technical proposal, professional references, and a bio-data form with proposed rates, must be submitted by October 31, 2019.

Tunisia Enterprise Survey

The Tunisia Enterprise Survey, solicitation number 95332419Q0061, is a request for quotes to secure professional services for data collection from firms in Tunisia. This initiative supports a five year grant program established by the Millennium Challenge Corporation to address binding constraints on investment and entrepreneurship, specifically targeting an unfavorable business climate characterized by excessive bureaucracy and unclear customs and tax procedures. The selected contractor will gather data on basic enterprise information, experiences with customs and logistics, and practices regarding the hiring and promotion of women. The collected data will enable the Government of Tunisia and the MCC to identify critical business climate obstacles and estimate economic rates of return for potential reform projects through cost benefit analysis. Following Amendment 0001, the deadline for submitting quotes was extended to June 17, 2019, at 1:00pm Eastern. The project falls under NAICS code 541690 and is managed by Senior Contract Specialists Albert H. Whitley and Jacqueline H. Naranjo.
