AP Professional Development Module

The Department of Defense Education Activity (DoDEA) issued solicitation HE1254-19-R-0006 to procure the development of virtual professional learning digital modules and supplemental materials for Advanced Placement (AP) teachers systemwide. This initiative aims to address a lack of correlation between classroom grades and AP examination scores by providing scalable, digital training. The project requires the creation of approximately ten SCORM-compliant digital modules, each roughly 30 minutes in length, focusing on instructional strategies, equity, and access for AP students. These modules are designed to be hosted on the Schoology Learning Management System. This is a new requirement with no incumbent, utilizing a Firm Fixed Price structure with a base period and multiple option periods. Vendors are required to demonstrate past performance within a five-year window and ensure all electronic deliverables meet Government Product Accessibility Template standards for accessibility. The procurement process includes strict adherence to federal laws and regulations, which supersede any commercial terms of service regarding indemnity, audit rights, and venue. The contract is managed by the Procurement Division in Alexandria, Virginia, under NAICS code 611710.
