USAGM Sole Source Justification for Wheatstone (MFR) Audio Console equipment & services

The United States Agency for Global Media (USAGM) is issuing a sole source notice to procure audio console equipment and related services exclusively from Wheatstone for studios 47 and 51. This procurement supports integration with existing WheatNet-IP networks, which allow audio to be intelligently routed and controlled across scalable devices such as mixing consoles and automation systems. The Wheatstone Arcus-24IP console has been identified as meeting all necessary technical requirements for VOA television studios, including redundant components and power, IP network compatibility with multiple audio formats, built-in clip players, and native interfaces with major production automation systems, all while maintaining 99 show presets. Continuity is critical as warranties and copyrights on previously installed equipment would be voided if any unauthorized modifications or servicing occur. The contract is set to be awarded by written quotation, with an anticipated award date of September 27, 2021, and performance lasting one year until September 26, 2022. Vendors interested in providing similar services are invited to submit capability statements or quotations, with detailed adherence required to Wheatstone branding and technical specifications. Contact points are Amber Gray and Charles Hill from the Office of Contracts at USAGM, located in Washington, DC. This sole source justification is based on FAR 6.302-1 authority, emphasizing the need for compatible, proprietary equipment to maintain system integrity and operational reliability.
