Z--SPOKANE DETENTION CENTER ROOF PURCHASE ORDER

Solicitation 140A1621Q0024 is a sealed bid invitation for the repair and replacement of the roof and skylights at the Spokane Detention Center located in Wellpinit, Washington. Issued by the Bureau of Indian Affairs Central Contracting Office, the project is set aside for small Native American owned businesses under NAICS code 236220, with an estimated project magnitude between 25,000 and 100,000 dollars. The contract requires the winning bidder to provide performance and payment bonds within 10 calendar days of the award, with a period of performance set for 30 days following the Notice to Proceed. Technical requirements were refined through several amendments, which clarified that existing HVAC systems must remain in place and added specific mandates for the installation of two high-grade commercial skylights measuring approximately 5 by 4 feet with a 20-year lifespan. The contractor is responsible for verifying the soundness of the roofing and support structures prior to skylight installation. The award process is based on the lowest priced, conforming offer, with administrative oversight provided by the BIA Central Contracting Office in Reston, Virginia.

The Bureau of Indian Affairs intends to award a sole source, firm-fixed price contract to Alligare for the procurement of 29,400 lbs of Magnacide H aquatic herbicide for the Wapato Irrigation Project in Washington. The estimated contract value is 499,800 dollars, covering the product, freight, and hazmat fees. The anticipated award date is March 10, 2021, with an initial delivery scheduled for April 2021 and a final delivery within six months of the award. This procurement is designated as a sole source because the Yakama Nation requires the use of Magnacide H on its reservation lands, and Alligare is the only authorized distributor designated by the manufacturer, Baker Hughes. The acquisition falls under NAICS code 325320. Interested parties wishing to contest this procurement were required to submit capability statements and pricing information to the contract specialist by March 9, 2021.
