Becky Martinez

Becky A. Martinez serves as a key procurement professional within the USDA Forest Service, supporting the agency’s mission to sustain forest and grassland ecosystems through strategic acquisitions. She manages a diverse portfolio of contracts focused on operational readiness, ecological restoration, and infrastructure resilience in remote and rugged environments. Her work spans critical support services and specialized fabrication needs essential to maintaining federal lands, with an emphasis on emergency response capabilities and long-term resource stewardship. Martinez ensures compliance with federal acquisition regulations while aligning procurements with the Forest Service’s strategic priorities in wildfire mitigation, invasive species control, and public safety. She maintains consistent partnerships with a select group of contractors, including ACI FEDERAL INC, ONE STOP RECRUITING LLC, GONDO ROY E MD, THE LOCUMS CO, LLC, and AMD INTERNATIONAL TECHNOLOGIES LLC. These relationships reflect a blend of workforce support, technical services, and specialized manufacturing capabilities. Her contracting patterns indicate a preference for vendors capable of delivering tailored solutions in high-demand, low-access areas, often requiring niche expertise in forestry operations, medical support for field personnel, and fabricated metal components for trail and infrastructure projects. Martinez demonstrates a strong commitment to socioeconomic contracting, with 87.5% of her awards designated for small business set-asides under FAR 19.5. This reflects a deliberate strategy to prioritize small, disadvantaged, and locally rooted vendors, fostering economic opportunity while enhancing supply chain resilience. Her procurement approach consistently aligns with federal goals to expand small business participation across mission-critical domains. Her primary NAICS focus includes janitorial services (561720), fabricated metal product manufacturing (332999, 332312), highway and bridge construction (237310), and forestry support activities (115310). These categories underscore her technical expertise in procuring essential operational and maintenance services, structural components for remote infrastructure, and specialized support functions critical to sustaining forest service operations in challenging terrains.
