R--DOI Regional Surveys

The Department of the Interior Interior Business Center is soliciting a Firm Fixed Price contract for regional rental market survey services to support the Financial Management Directorate Quarters Program. The objective is to collect and verify rental market data, utility charges, and medical provider information across 16 regions, including the 48 contiguous United States, Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands, Guam, and American Samoa. The contractor will be responsible for gathering approximately 3,100 to 4,400 comparables across 150 to 200 communities annually to establish statistically valid base rental rates in compliance with OMB Circular A-45. Data collection involves utilizing standardized forms for houses, apartments, mobile homes, and trailer spaces, with final deliverables uploaded into the iQMIS system. The anticipated period of performance runs from November 1, 2026, through October 31, 2031, consisting of a base year and four one-year option periods, with a total duration not to exceed 66 months. This acquisition is set aside for Women-Owned Small Businesses, as well as HUBZone and Service-Disabled Veteran-Owned Small Businesses. Award evaluation is based on a best-value approach where non-price factors, specifically technical approach and corporate experience, are significantly more important than price. Proposals must be submitted in three separate volumes covering technical approach, past performance, and pricing by October 17, 2026. Performance is primarily conducted at the contractor's facilities, and physical entry into rental units is not required.

The Department of the Interior Interior Business Center is soliciting proposals for regional rental survey services to support the Financial Management Directorate Quarters Program and the Internet Quarters Management Information System. The primary objective is to collect detailed private sector rental data for houses, apartments, mobile homes, and trailer spaces, as well as community medical and utility costs, to establish rental rates for government-furnished quarters. The scope includes extensive data collection across various regions, including Alaska, American Samoa, Arizona, Nevada, California, and other domestic and international locations. Contractors are required to provide precise measurements and reliable data sources, specifically excluding vacation rentals and properties with private swimming pools. The procurement follows a best-value award basis, with the technical factor weighted most heavily, followed by price and past performance. The contract structure includes a base period for fiscal year 2027 and multiple option periods extending through fiscal year 2031, with specific CLINs for regional surveys and incremental comparables. Awardees must implement a rigorous quality assurance process, submit invoices electronically via the Invoice Processing Platform, and ensure all personnel sign non-disclosure and organizational conflict of interest certifications. Proposals must be submitted electronically and include a detailed management plan, technical approach, and evidence of relevant corporate experience.

D--BOR BARS Sole Source

The Department of the Interior, through the Ibc Acq Svcs Directorate, has issued a sole-source award to IBM Corporation for the continued operations, maintenance, and hosting of the Budget and Reporting System (BARS) for the Bureau of Reclamation. This contract, identified by solicitation number 140D0422Q0509 and NAICS code 541519, is structured as a Firm-Fixed-Price Task Order under the Foundation Cloud Hosting Services IDIQ. The award was justified as an exception to fair opportunity because IBM is recognized as the only authorized provider capable of maintaining the specialized BARS licenses. This sole-source approach was deemed necessary to prevent prohibitive disruption to agency operations and to avoid the duplication of costs associated with transitioning to a different provider. The contract is managed out of Herndon, Virginia, with Christopher Morningstar serving as the primary point of contact.
