DOI Regional Surveys

The Department of the Interior Interior Business Center is soliciting proposals under RFP 140D0426R0097 for rental regional survey services to support the Financial Management Directorate Quarters Program. The primary objective is to collect comprehensive private rental data for houses, apartments, mobile homes, and trailer spaces, as well as community medical and utility costs, to establish government-furnished quarters rates. This data is entered into the Internet Quarters Management Information System (iQMIS) and must adhere to strict quality standards, including the use of reliable sources for property details and the exclusion of vacation rentals or properties with private swimming pools. The procurement follows a best-value award basis, prioritizing the technical factor significantly over price and past performance. The contract structure includes a base period for fiscal year 2027 and multiple option periods extending through fiscal year 2031, covering various regions including Alaska, Hawaii, Guam, and the continental United States.
