Sole Source Procurement Continuous Friction Measurement Equipment CFME

The Federal Highway Administration intends to award a sole source contract to W.D.M. Limited for a single unit of Continuous Friction Measuring Equipment. This equipment utilizes Sideway Force Coefficient measuring techniques to research alternative technologies for identifying pavement skid characteristics at the Turner-Fairbank Highway Research Center in McLean, Virginia. This procurement represents Phase II of the Pavement Friction Management Program, which aims to reduce highway crashes and fatalities caused by insufficient road surface skidding resistance. The decision to select W.D.M. Limited follows a Phase I research study conducted by the Virginia Tech Transportation Institute, which evaluated 21 different devices based on technical specifications, precision, and performance. The study concluded that the CFME device from W.D.M. Limited was the only product meeting all necessary requirements to advance the program goals. Consequently, this purchase is being made without full and open competition under FAR 6.302-1, as it was determined that only one responsible source can satisfy the agency requirements.

Quantification of Cost, Benefits and Risk Associated with Alternative Contracting Methods and Accelerated Performance Specifications

The Federal Highway Administration is seeking a contractor to provide non-personal technical support to quantify the costs, benefits, and risks associated with various project delivery systems, including Design-Bid-Build, Design-Build, and Construction Manager/General Contractor methods. The project focuses on highway construction projects of all sizes and complexities to determine the impact of alternative contracting methods and completion time incentives or disincentives on cost, schedule, and quality. A key component involves supporting the Colorado Department of Transportation led pooled fund to create a systematic process and guidance for state transportation agencies to optimize their choice of delivery systems. This effort will be awarded as a single Cost Plus Fixed Fee contract with an anticipated period of performance of 24 months. Eligible offerors must possess an approved accounting system and fall under NAICS code 541330. Required deliverables include an interim report, a standalone guidance document, a final report, a TechBrief, a PowerPoint presentation, and one or more peer-reviewed technical papers. The procurement is conducted as a full and open competition.
