Derrick L Reynolds

Derrick L. Reynolds serves as a procurement professional responsible for managing complex acquisitions in scientific and technical services, with a primary focus on research and development in the physical, engineering, and life sciences. He plays a critical role in advancing the agency’s mission by overseeing the solicitation, evaluation, and award of contracts for high-value technical services, including data analysis, systems modeling, and advanced engineering support. His acquisitions typically involve performance-based requirements that demand rigorous technical evaluation and compliance with federal acquisition regulations, ensuring alignment with national scientific priorities and innovation goals. Reynolds maintains a broad network of vendor partnerships, engaging with both large primes and specialized small businesses capable of delivering cutting-edge R&D capabilities. While no single contractor dominates his portfolio, he consistently works with firms possessing deep domain expertise in laboratory automation, computational modeling, and software development for scientific applications. His contracting approach emphasizes technical merit, past performance, and capability over cost alone, fostering long-term relationships with vendors who demonstrate innovation and reliability in mission-critical environments. His procurement patterns show a strong preference for unrestricted competitions, with 100% of awards issued under non-set-aside conditions. This reflects a strategic emphasis on accessing the broadest possible talent pool to meet highly specialized technical demands, rather than targeting socioeconomic categories. While small business participation is not formally mandated in his acquisitions, he remains open to qualified small businesses that meet stringent technical criteria. Reynolds’ primary NAICS focus is 541715, indicating deep expertise in procuring scientific research services across physics, engineering, and life sciences. He also frequently engages 541519 for custom software development and data analytics services. His portfolio centers on mission-critical technical solutions—ranging from laboratory instrumentation integration to predictive modeling tools—requiring advanced technical proficiency and compliance with federal scientific standards.
