Doris Haywood

Doris Haywood serves as a procurement professional responsible for managing complex acquisitions of specialized industrial and electronic components within a federal agency. Her role centers on ensuring timely and compliant procurement of mission-critical hardware and engineered systems, aligning acquisition strategies with operational needs across technical domains. She oversees the full lifecycle of contract actions—from market research and solicitation development to award and performance monitoring—focusing on high-integrity, precision-engineered products used in defense, energy, and infrastructure applications. Her expertise ensures adherence to federal acquisition regulations while promoting technical accuracy and value-driven outcomes. Haywood cultivates relationships with a diverse base of manufacturers and fabricators specializing in industrial control systems, electronic components, and metal fabrication. She engages with both large-scale industrial suppliers and niche technical firms capable of meeting stringent performance and quality standards. Her contracting patterns reflect a preference for established vendors with proven track records in precision manufacturing, though she remains open to new entrants demonstrating technical capability and regulatory compliance. Vendor partnerships are built on reliability, quality assurance, and adherence to technical specifications rather than volume-based incentives. Her procurement activity is entirely unreserved, with 100% of awards issued under standard competitive procedures without set-asides for 8(a), HUBZone, SDVOSB, or other socioeconomic categories. This reflects a strategic emphasis on technical suitability and performance over socioeconomic preferences, aligning with mission-critical requirements where specialized engineering capabilities take precedence. Haywood’s primary procurement focus lies in NAICS categories related to industrial automation and metal fabrication, including relay and industrial control manufacturing, electronic component production, and fabricated pipe and valve systems. She routinely acquires custom-engineered components such as solenoid valves, control relays, and precision-fabricated metal assemblies used in high-reliability environments. Her technical domain expertise spans electromechanical systems, fluid control, and industrial automation, ensuring acquisitions meet exacting performance and durability standards.
