Sole Source Intent - SkillSoft Corporation

The Consumer Product Safety Commission intends to award a sole-source contract to SkillSoft Corporation for the provision of online learning content. This content will be integrated into FedTalent, a talent management system managed by the U.S. Department of Interior's Interior Business Center that combines learning and performance management. The procurement is being conducted as a simplified acquisition under the authority of Revolutionary FAR Overhaul Subpart 6.103-1 and 41 U.S.C. 253(c)1, and is subject to the availability of funds. While this is not a request for competitive quotes, interested firms may submit a detailed capability statement to Contract Specialist Felecia Pritchett by 12 pm EST on September 21, 2026. The government maintains sole discretion over whether to compete the procurement based on the responses received. If no viable alternatives are identified, the agency will proceed with the sole source award. The project is associated with solicitation number CPS-2230-27-0001 and NAICS code 513210, with the place of performance located in Bethesda, Maryland.

Sole Source Intent - Full-Face Snorkel Testing

The Consumer Product Safety Commission plans to award a sole-source contract to MedShock Analytics, LLC, under the authority of FAR Subpart 6.103-1 and 41 U.S.C. 253(c)(1), to conduct a specialized engineering and physiological evaluation of full-face snorkel masks. The sole justification for this non-competitive approach is that MedShock Analytics is the only entity with the proprietary equipment capable of accurately mimicking human breathing patterns, which is essential for measuring life-threatening risks such as dangerous carbon dioxide buildup and excessive respiratory effort during snorkel use. The goal is to generate the technical data needed to establish or enhance federal safety standards and prevent potential fatalities tied to defective product design. The contract will be executed as a simplified acquisition under RFO Subpart 12 procedures. The solicitation is not open for competitive bidding, but any firm that believes it has the capability to meet the requirement may submit a written capability statement via email to Felecia Pritchett at fpritchett@cpsc.gov by 4:00 p.m. EST on August 24, 2026. Supporting evidence must be provided in sufficient detail to demonstrate technical feasibility, and no telephone inquiries will be accepted. The government retains full discretion to determine whether to open the procurement to competition based on any responses received; if no viable alternatives are presented, the award will proceed exclusively to MedShock Analytics. The contract is linked to NAICS code 541715, with the performance location in Maryland and the point of contact information available through the official SAM.gov portal.

The Consumer Product Safety Commission (CPSC) is pursuing a sole-source procurement for renovation services at its new offices in the GAO building in Washington, D.C., with EMCOR Government Services (EGS) designated as the sole provider. The work includes relocating doors in four specific offices—2A07, 2A09, 2A20, and 2A28—along with removing systems furniture from office 2A18, all to be completed by October 1, 2026. The project will be conducted under simplified acquisition procedures per FAR Subparts 12 and 13, authorized by FAR 6.103-1 and 41 U.S.C. 253(c)(1), as the CPSC has determined EGS is the only viable vendor within an acceptable geographic range for timely maintenance support. Although this is not a competitive solicitation, interested parties may submit a capability statement by August 19, 2026, to demonstrate their ability to perform the work, though the government retains full discretion to proceed with the sole-source award regardless of responses. The procurement is subject to the availability of funds, meaning no binding contract can be issued until formal funding approval is received. All correspondence must be sent via email to Contract Specialist Felecia Pritchett at fpritchett@cpsc.gov, with no telephone inquiries accepted.
