Janitorial/Custodial Services for EPA RTP Campus

The contract pertains to the provision of janitorial and custodial services for the Environmental Protection Agency's facilities located at the Research Triangle Park (RTP) campus and Chapel Hill, North Carolina. It involves an extension of an existing bridge contract to ensure uninterrupted cleaning and maintenance services to multiple buildings and diverse facility types, including offices, laboratories, cafeterias, and fitness centers. The extension covers an additional month (July 2025) at the main RTP campus, following an exercised option for services at the Chapel Hill facility for the same period. The estimated value of this one-month extension is approximately $212,803. The action is justified under the FAR provision for unusual and compelling urgency due to a pending Size Protest filed with the Small Business Administration regarding the award of a new long-term contract, which prevents immediate full and open competition. The bridge contract continuation is deemed necessary to avoid any lapse in custodial services that might jeopardize employee health and safety at EPA facilities. The present contractor’s pricing, based on a Collective Bargaining Agreement, has already been determined fair and reasonable. While market research was not conducted due to the urgent nature of the requirement, prior interest was noted from other firms during earlier extensions. The agency is actively awaiting the SBA's determination, after which it expects either the current award to stand or to conduct a further competitive award to the best-value eligible offeror. There are no anticipated barriers to future competition for these services, and the justification has been reviewed and approved by the relevant contracting officers and senior officials within the EPA.

Custodial Maintenance Services for EPA Facilities in Research Triangle Park (RTP) and Chapel Hill, NC

The contract pertains to a bridge justification for the continuation of janitorial and custodial services at the Environmental Protection Agency's Research Triangle Park and Chapel Hill locations under Contract No. 68HERC24C0045. This bridge contract extends services from October 1, 2024, through December 31, 2024, following an earlier bridge period and ensures there is no interruption in critical custodial maintenance across eight buildings, covering various types of spaces including offices, cafeterias, labs, and treatment areas. The contract is awarded on a firm-fixed-price basis with adjustments removing certain service lines not needed during this short-term extension. This action is driven by unusual and compelling urgency under FAR 6.302-2, primarily to avoid a lapse in service that could jeopardize the health and safety of EPA personnel and facilities. The bridge is necessary due to a Government Accountability Office protest (B-422523) filed by DSTA, LLC, which led to termination of the initial contract and the requirement for corrective action, including revision of the solicitation and call for new proposals. Market research was not conducted as the situation demands an immediate continuation of service, and the incumbent contractor remains the only viable source during the corrective period. Efforts to maintain fairness in pricing rely on existing collective bargaining agreements. The contracting officer certifies that this justification complies with regulatory requirements and that the bridge contract will remain in effect while the EPA completes the procurement process, ensuring no disruption to ongoing facility maintenance.
