The competition is multidisciplinary, seeking teams with expertise in STEM, business, marketing, policy, and social sciences. Eligible teams must consist of students from a single four-year college or a combination of a four-year institution and a two-year community college. Participants will engage in a multi-day event in spring 2021, held either at the NREL Flatirons Campus or the American Wind Energy Association's WINDPOWER Conference. The competition includes on-site wind tunnel testing, presentations of turbine designs, and a project development contest judged by expert panels. Interested institutions are encouraged to organize faculty advisors and mentors ahead of the Request for Proposals, which is scheduled for release via the Federal Business Opportunities website.

The majority of the work will take place at the Educational Institution, with the competition aspect of the project taking plac, USA
