Sole-Source Justification - IBM SPSS Software Maintenance

This contract relates to a sole-source justification for IBM SPSS Software Maintenance, initially posted in June 2012. It was intended to support software maintenance under the NAICS code 511210, which covers software publishers. The contract listing was ultimately canceled due to the availability of authorized resellers providing the software through GSA Advantage, indicating that a sole-source procurement was no longer necessary. Key contacts associated with the contract included Jeffrey Huang, serving as the Contract Specialist, and Fabiola A. Bellevue, the Contracting Officer, both affiliated with the Peace Corps. Although specific details about the agency or place of performance were not provided, the cancellation of the contract underscores a shift towards more competitive procurement options through recognized resellers.

Development of Educational Training Packages

The United States Peace Corps intends to issue a Request for Proposal (RFP) for the development of professional educational training packages aimed at supporting trainers and educating Peace Corps Volunteers overseas. This pre-solicitation notification, referencing solicitation number PC-12-R-003, indicates that the formal solicitation has not yet been released and emphasizes that no procurement activity or contract award will occur based solely on this notice. The prospective contractor will be responsible for providing comprehensive educational and professional support services to develop these training materials, primarily serving the Peace Corps' Office of Overseas Programming and Training Support and the Office of Global Health and HIV. The contract is expected to be an Indefinite Delivery/Indefinite Quantity (IDIQ) type, with a base year followed by four one-year option periods. Interested offerors must be registered in the Central Contractor Registration and complete certifications in the Online Representations and Certifications Application system. The contract’s primary focus is to create effective and relevant training packages that bolster the preparation and capacity of Peace Corps Volunteers while deployed abroad. Point of contact information is provided for further inquiries, and stakeholders are encouraged to monitor the notice for updates and the forthcoming solicitation release.
