Support for the NRC Office of Enforcement's Alternative Dispute Resolution Program

The U.S. Nuclear Regulatory Commission is seeking a contractor to provide comprehensive management, supervision, and labor for the Office of Enforcement's Alternative Dispute Resolution Program. The selected contractor will be responsible for full case management services, including the provision of an intake neutral to process cases and the maintenance of a nationwide roster of qualified individuals to serve as session neutrals for resolving enforcement program disputes. This requirement falls under NAICS Code 541990 with a size standard of 7 million dollars. The contract is structured as one base year with four optional one-year extensions. It is open to large businesses, small businesses, and disadvantaged business enterprises, though large businesses are required to submit a detailed subcontracting plan. The procurement process utilizes FAR Part 15 with a tradeoff process, and the government reserves the right to award the contract without discussions. Interested parties must be registered in the Central Contractor Registration and have completed the Online Representations and Certifications Application to be eligible for an award.
