TRUCK PLATOONING EARLY DEPLOYMENT ASSESSMENT, PHASE 1

The Truck Platooning Early Deployment Assessment, Phase 1, is a Broad Agency Announcement issued by the Department of Transportation's Federal Highway Administration under solicitation number 693JJ318BAA0002. The primary objective of this initiative is to develop an innovative and synergistic truck platooning pilot deployment concept and a comprehensive proposal to assess the impacts of cooperative automated vehicle technologies. By enabling trucks to follow each other at reduced distances, the program aims to increase fuel efficiency, enhance the economic competitiveness of freight shippers, and lower costs for consumers. The government specifically seeks to partner with entities that have already developed truck platooning systems and are prepared for in-service freight hauling deployment. This phase focuses on concept development, emphasizing the evaluation of freight industry operations, safety, and human factors. The government anticipates awarding up to three Firm Fixed Price contracts, with each valued at 500,000 dollars. Managed by the Office of Acquisition and Grants Management in Washington, DC, the project falls under NAICS code 541715. The effort is designed to build critical partnerships among stakeholders to accelerate the integration of automated vehicle technologies into the national freight infrastructure.

HI STP SR11(1) & SR11(2) Hilea & Ninole Stream Bridges

The Central Federal Lands Highway Division, in partnership with the Hawaii Department of Transportation, is seeking expressions of interest from qualified small business prime contractors for the Hilea and Ninole Stream Bridges replacement project on the Big Island of Hawaii. This is not a request for bids, but a market research effort to determine if there is sufficient interest among Small Businesses, HUBZone, Woman-owned, 8(a), or Service-disabled veteran-owned small businesses to justify a set-aside. The estimated project value ranges from 13 million to 18 million dollars, with an anticipated advertisement date in October 2017. Interested firms must provide a statement of intent, proof of small business certification, a bonding agent letter confirming a single project capacity of 18 million dollars, and a list of previous bridge replacement projects of similar scope. The technical scope includes structural and roadway excavation, the installation of precast pre-stressed girders and slabs, reinforcing steel, asphalt pavement, and the construction of temporary bridges. Qualified HUBZone contractors must adhere to specific personnel cost requirements, ensuring a significant portion of the work is performed by HUBZone-qualified employees.
