The Department of Defense Education Activity (DoDEA) is seeking a contractor to provide comprehensive Travel Support Services under a firm fixed-price contract, with an estimated total value of approximately $32.5 million. The scope encompasses managing Renewal Agreement Travel (RAT), Educational Travel (EDT), Permanent Change of Station (PCS) processing, and support functions related to the Defense Finance and Accounting Service (DFAS), all within the Defense Travel System (DTS). The contract aims to ensure accurate, timely, and compliant processing of travel authorizations, vouchers, and related activities in accordance with Joint Travel Regulations and DoDEA policies. The solicitation emphasizes high-quality customer service, audit readiness, and adherence to federal travel regulations, with performance objectives centered on efficiency, accuracy, and compliance. The procurement process involves multiple amendments and detailed evaluation criteria based on best value trade-offs, prioritizing technical capability and past performance over price. Offerors are required to submit proposals by October 29, 2025, following specific instructions outlined in the solicitation and its addenda, which include technical narratives, past performance questionnaires, and pricing details. The solicitation also highlights the importance of small business and 8(a) set-aside considerations, with evaluation factors designed to assess the contractor’s ability to deliver high-quality, compliant travel support services. Supporting documents include clarifications on proposal requirements, past performance assessment tools, and detailed performance work statements that specify the contractor’s responsibilities for system management, customer support, and documentation maintenance to ensure seamless and compliant travel program operations for DoDEA’s overseas workforce.

DoDEA's Learning Management System (LMS)

The Department of Defense Education Activity is seeking a secure, contractor-hosted, and scalable cloud-based Learning Management System (LMS) to support approximately 53,050 students and 13,000 employees. The required solution must feature an intuitive interface for creating, delivering, and tracking web-based curricular content and assessment activities, as well as collaboration tools that replicate traditional PK-12 classroom modalities. Key technical requirements include internal social collaboration tools such as blogs and discussion boards, with live chat, web conferencing, and wiki capabilities viewed as advantages. The government intends to award a single IDIQ contract solicited full and open under FAR Part 13 and FAR Part 16, with a performance period for licenses extending through November 22, 2025. The procurement process involved several amendments to refine the scope and administrative details. Significant updates included changing the Product Service Code from D318 to DA10, revising the delivery schedule and pricing templates, and updating the Performance Work Statement. A critical final requirement mandated the submission of a revised LMS Migration Plan in accordance with updated technical exhibits. The comprehensive scope of work encompasses enterprise licenses, the migration and validation of approximately 300 courses, custom remote development for third-party tool integration, and administrator training. Additionally, all proposed electronic and information technology solutions must comply with Section 508 of the Rehabilitation Act.
