EPA Wireless Mobility Program, 47QTCA19D00MV/68HERD23F0183

The Environmental Protection Agency (EPA) intends to extend its current wireless mobile device services contract with AT&T Mobility LLC through a sole source modification that will provide an additional four-month period of coverage beyond the existing task order expiration date of March 31, 2025. This extension is necessary to ensure uninterrupted support for the EPA's Wireless Mobility Program, which serves 310 users within the Emergency Response team under the Office of Land and Emergency Management. AT&T Mobility LLC is uniquely positioned to continue services without disruption, as they are the current provider and capable of maintaining service continuity during the agency’s transition to a new wireless carrier. The EPA emphasizes that this extension is not designed to limit competition but to prevent any lapse in service while the agency finalizes a follow-on contract. Interested parties with the capability to provide the required wireless services are invited to submit their qualifications and pricing within seven days of the notice to be considered for potential competitive procurement. The agency will evaluate submissions solely to determine if competition is feasible; however, any decision not to pursue full competition remains at the government's discretion. All relevant procurement information and updates will be available on the Sam.gov and FedConnect websites.

D--National Vehicle and Fuel Emissions Laboratory (NVFEL) - IT and telecommunicati

The Environmental Protection Agency (EPA) intends to extend its current IT and Telecommunication services contract supporting the National Vehicle and Fuel Emissions Laboratory (NVFEL) on a sole source basis with Bluewater Federal Solutions, Inc. The existing task order, which expires on June 30, 2024, will be modified to extend services for two months, with an additional one-month option, ensuring no lapse in critical support until a follow-on contract is awarded. Bluewater Federal Solutions has been providing these services since 2017 and possesses the infrastructure, personnel, and supply chain necessary to maintain uninterrupted operations at the NVFEL, which conducts vital emissions testing for various vehicles and engines to support federal environmental regulations. The EPA emphasizes that this short-term extension is not intended to limit competition but to avoid service disruption and allow sufficient time for awarding a new contract. While sole source negotiations will proceed with Bluewater Federal Solutions, the agency is open to receiving capability statements and proposals from other qualified vendors within 15 days of the notice to determine if competitive procurement is feasible. Responses must provide detailed qualifications and pricing information and will be evaluated solely to decide on the possibility of competition. The EPA will post all relevant procurement notices on the Sam.Gov website, and inquiries via phone are currently not being accepted.

On-Site IT Support for National Center for Radiation Field Operations located in Las Vegas, NV.

The Environmental Protection Agency (EPA) intends to extend the current contract for on-site IT support services at its National Center for Radiation Field Operations (NCRFO) in Las Vegas, Nevada. The existing task order, GS-35F-285DA/EP-G16H-01349, which provides critical IT services supporting analytical networks, infrastructure, and field communications, is set to expire on February 29, 2024. To avoid any disruption in these essential services, the EPA plans to negotiate a short-term, sole source extension with Leidos, Inc., the incumbent contractor that has been providing these services since 2016. This extension will cover three one-month options, allowing continuous IT support without interruption while the agency finalizes the award of a follow-on contract. Leidos, Inc. is deemed the most capable contractor for this short-term continuation due to their existing infrastructure, personnel, and operational readiness, which ensures seamless service delivery. Although the extension is intended as a limited source procurement, the EPA invites all interested and qualified vendors to submit capability statements, proposals, and itemized pricing within seven days of this notice to determine if full and open competition is feasible. Responses will be reviewed in accordance with federal acquisition regulations, but the agency reserves the right to proceed without competition if it determines doing so is in the Government’s best interest. All communications related to the procurement must be submitted via email, and no phone inquiries are being accepted at this time. Further information and procurement updates will be available on Sam.gov and FedConnect.
