Accelerating Market Readiness Program

The Accelerating Market Readiness (AMR) Program is a five year open Broad Agency Announcement issued by the Federal Highway Administration's Office of Technical Services to advance transformative highway transportation innovations from prototype to market readiness. Operating under the legislative authority of 23 U.S. Code 503(c), the program focuses on bridging the gap between research and practical deployment through funding for testing, field evaluations, pilot demonstrations, and the dissemination of results. The solicitation, identified as 693JJ325BAA0001, targets innovations that significantly improve safety, accelerate project delivery, and optimize infrastructure performance. Key innovation topics include safety improvements to reduce fatalities, streamlining project delivery, infrastructure performance, and the use of digital twins with AI and machine learning. White papers will be solicited under individual calls posted separately in SAM, with a final response deadline of October 28, 2029. The procurement process includes specific requirements for a price model detailing labor and direct costs, a small business subcontracting plan to ensure equitable opportunities for various small business categories, and the disclosure of lobbying activities via Standard Form LLL. While the program aligns with broad Department of Transportation strategic goals, recent modifications have updated the innovation topics and removed specific language related to previous executive orders. The program may result in various award instruments, including contracts or assistance agreements, to achieve its goal of integrating state of the art transportation solutions into national practice.
