The U.S. Consumer Product Safety Commission is soliciting firm-fixed price quotes for analytical testing services to detect and quantify per- and polyfluoroalkyl substances (PFAS) in textile samples under a Blanket Purchase Agreement with a total ceiling of $250,000 over the contract period, not to exceed $50,000 per option year. The solicitation, identified as RFQ 61320626Q0017, is issued as a combined synopsis and solicitation under Subpart 12.6 and incorporates applicable Federal Acquisition Regulation clauses, including 52.212-1, 52.212-4 (with a deviation), and 52.212-3, as well as key compliance clauses such as 52.203-6 Alternate I, 52.203-13, 52.203-17, 52.203-19, 52.222-90, and 52.233-4 (with deviation). Offerors must be actively registered in SAM.gov at the time of quote submission and throughout contract performance, and must include their Taxpayer Identification Number, CAGE code, and UEI number prominently in the submission. Proof of active SAM registration is mandatory and must accompany the quote. Quotes must be submitted via email to Lydia Glasgow at lglasgow@cpsc.gov no later than 12:00 PM EST on June 17, 2026, with questions due by June 5, 2026. The solicitation requires three separate attachments: Volume 1 includes a signed SF 1449 and a separate firm-fixed price proposal; Volume 2 contains a technical proposal detailing methods for Total Organic Fluorine and PFAS analysis, detection and quantification limits, method blanks, PFAS search library information, and report formatting; and Volume 3 includes representations and certifications per FAR 52.212-3. Performance is to occur at the contractor’s facility with delivery of analytical reports within 30 days of sample receipt. The initial scope includes five textile samples with optional follow-up orders totaling up to sixty samples. Evaluation is based on a best value approach where the technical proposal is significantly more important than past performance, which in turn is more important than price; pricing will not be scored but will
