She plays a critical role in executing expeditionary logistics and port sustainment initiatives, ensuring rapid deployment and operational readiness across theater environments. Her procurement portfolio primarily consists of express delivery and scheduled air freight services, leveraging full and open competition to secure mission-critical transportation capabilities under NAICS 492110 and 481112. Lang ensures compliance with federal acquisition regulations while aligning contract outcomes with USTransCom’s strategic objectives in global mobility and port throughput efficiency. Lang maintains longstanding relationships with key contractors including UNCOMN LLC, PHOENIX AIR GROUP, INC., RAMPART AVIATION, LLC, FANCIULLI EGISTO S.R.L., and MOUNTAIN AVIATION, LLC—organizations recognized for their specialized aviation logistics, cargo charter services, and expeditionary airlift capabilities. Her contracting approach emphasizes performance-based outcomes, risk mitigation, and operational reliability, fostering collaborative partnerships with vendors capable of delivering time-sensitive, high-volume transport solutions under dynamic operational conditions. Lynda demonstrates a clear preference for full and open competition, with 100% of her acquisitions conducted without set-asides, including no use of 8(a), HUBZone, SDVOSB, or other socioeconomic programs. This reflects a mission-driven prioritization of capability, capacity, and readiness over socioeconomic criteria, aligning with USTransCom’s requirement for scalable, global logistics providers with proven operational track records. Her technical expertise centers on air cargo transportation and express delivery services, with deep familiarity in charter operations, cargo aircraft procurement, and terminal logistics support. Lang consistently procures services that enable just-in-time movement of personnel and materiel, specializing in contracts requiring real-time tracking, international regulatory compliance, and contingency response capabilities essential to military mobility operations.
