Kremmling, CO BLM Office Space Lease

The Bureau of Land Management’s Kremmling Field Office in Colorado is extending its lease for 13,301 RSF of office space through January 31, 2031, under a noncompetitive procurement authorized by FAR 6.302-1 and GSAM 570.405, due to the absence of alternative suitable facilities in the rural area. The current lease, in place since February 1, 2001, expires on January 31, 2026, and this five-year extension ensures uninterrupted operational continuity for public service delivery without relocation. The procurement was conducted as a sole-source action after a pre-solicitation notice on SAM.gov yielded no responsive offers, and market research via LoopNet confirmed the uniqueness and necessity of the existing space. The contracting office, located in Denver, Colorado, is responsible for oversight, with Airika Padia as the primary point of contact. No specific pricing details, invoicing methods, payment offices, or accounting codes are provided, and the contract value remains unspecified. The government is responsible for inspection and acceptance at the Kremmling location, with no formal quality standards or performance metrics outlined. The lease extension does not include options, special requirements such as security clearances or OCI provisions, nor does it contain detailed contract clauses, representations from the lessor, or packaging and marking instructions. The action is supported by a certification of cost reasonableness under FAR 6.303-2(b)(7), justified by the lack of viable alternatives and the continuation of essential operations in a location where no other viable space exists. No socioeconomic set-asides, small business certifications, or entity identifiers for the lessor are included, and the procurement relies entirely on statutory authority to maintain critical government presence in a remote area.

General Office Space in Saint George, UT

The Department of the Interior's National Operations Center is seeking general office, warehouse, and wareyard space in St. George, Utah, to accommodate the Bureau of Land Management. This requirement arises because construction delays at a new facility have created a continuing need for space beyond the expiration of lease L99PL00042 on December 29, 2024. The government requires between 25,000 and 30,079 ABOA square feet of contiguous office space and a minimum of 76,262 square feet of wareyard, along with 135 parking spaces. The proposed lease term is eight months in total, consisting of a four-month firm term and a four-month option or non-firm term, with an estimated occupancy date of December 30, 2024. The government is open to alternative spaces within the St. George city limits if it is economically advantageous, taking into account relocation costs, tenant improvements, and potential service interruptions. Properties located in 100-year floodplains will not be considered, and all offered spaces must provide 24/7 access and comply with all federal, state, and local codes, including fire, life safety, and seismic protection. All utilities, services, and required tenant improvements must be included in the rental consideration. Subleases are not permitted, and the transaction will be conducted using a government standard lease document.

The National Operations Center of the Department of the Interior is seeking office space in Salt Lake City, Utah, as the current lease for the Bureau of Land Management expires on May 31, 2025. The government requires contiguous office space between 44,823 and 55,000 ABOA square feet, including 213 parking spaces, within the city limits. The desired lease structure is a five-year term with one year firm, requiring 24/7 access and compliance with all federal, state, and local codes, including seismic and life safety regulations. Properties located in 100-year floodplains and sublease options will not be considered. The government is evaluating whether relocating is economically advantageous by weighing proposed rental rates against moving costs, tenant improvements, and potential service interruptions. While the initial solicitation sought new space for occupancy by June 1, 2025, subsequent justification documentation indicates a request for a sole-source lease extension for 60,485 RSF at the Three Gateway Building. This extension, starting June 1, 2024, for a term of three years with 18 months firm, is intended to prevent the duplication of relocation costs while the agency evaluates a potential transition to GSA-owned space.
