Notification of Award of Sole Source Bridge Action_Cybersecurity and Privacy Program Support Services

The Federal Railroad Administration has awarded a 12-month sole source bridge contract to the incumbent contractor, Criterion Systems LLC, for highly specialized Cybersecurity and Privacy Program Support Services. Running from July 19, 2026, to July 19, 2027, with an estimated value of 775,027 dollars, this action ensures uninterrupted compliance with the Federal Information Security Modernization Act of 2014, OMB Circular A-130, and Departmental cybersecurity directives. The award is necessitated by the United States Department of Transportation's reorganization into a digital factory model under the 1DOT initiative and the FY26 THUD Appropriations Act. The scope of work involves the continuous maintenance of the Risk Management Framework and the Information Security Continuous Monitoring Program across twelve IT systems, including eight production systems and four under active development. These systems span Microsoft Dynamics 365 applications, various cloud environments, and on-premises datacenters. The contractor is responsible for operating and configuring DOT and DHS Security Tool Suites, utilizing tools such as Tenable Nessus, BigFix, and the CSAM repository. Due to the safety-critical nature of the infrastructure, the contract requires senior key personnel with advanced credentials, including CISSP and CISA, to leverage their unique institutional knowledge and mitigate operational risks during the enterprise consolidation.

Notification Of Award - DevOps Services

The Federal Railroad Administration, under the U.S. Department of Transportation, has awarded a 12-month sole source bridge contract extension to Strongbridge for continued DevOps Support Services, extending the period of performance from June 30, 2026, to June 30, 2027. This action is necessary due to the USDOT’s reorganization into a digital factory model under the 1DOT initiative, which requires uninterrupted support for mission-critical systems relying on automated software deployment, cloud infrastructure management, and continuous integration/continuous delivery pipeline operations. The extension is justified under GSAR 538.7104-3(b)(ii), which permits sole source awards when only one vendor possesses the unique or highly specialized capabilities required to meet the agency’s needs at the required quality level. The contract action ensures continuity of essential IT services during the broader organizational transition, with no full and open competition conducted. The award is publicly disclosed in compliance with procurement transparency requirements, and the primary point of contact for inquiries is Matthew Carr of the Federal Railroad Administration in Washington, D.C., with services being performed in Sterling, Virginia.

Parametric Railway Line Capacity Modeling

The Department of Transportation's Federal Railroad Administration (FRA) is soliciting quotes under a full and open competition for the development of a Parametric Railway Line Capacity Model (PRLCM). This effort aims to produce a validated and reproducible railroad parametric capacity model based on real-world operations data, designed to complement existing railroad operations simulation tools. The model will support early project feasibility studies, regional intercity passenger rail planning, and serve as a basis for hypothesis development on operational and infrastructure changes. The contract will be awarded as a single firm fixed price (FFP) purchase order with an anticipated base performance period of eighteen months. Interested vendors, regardless of business size, may submit quotes in response to solicitation number 693JJ626Q000005. The procurement, conducted under NAICS code 541330 for engineering services, incorporates FAR provisions 52.212-1, -2, and -4 and follows the Federal Acquisition Circular FAC 2025-06. Quotations must be submitted electronically to the primary point of contact, Matthew Carr, by the indicated deadlines, with the final submission due by March 20, 2026. The award will be made on a best value basis without a Defense Priority and Allocation System rating. Delivery of the work and associated documentation will be to the FRA office in Washington, DC. Vendors are directed to submit inquiries by email only, and partial quotes will not be accepted.
