In strict compliance with GSAR 538.7104-3(b)(ii), this notice is being made publicly available within 14 days after the award of the modification to ensure procedural transparency under GSA's modernized FSS ordering procedures.



This action is a 12-month sole source bridge contract to the incumbent vendor, Strongbridge, for continued DevOps Support Services. This bridge will extend the period of performance from June 30, 2026, to June 30, 2027. This contract action is necessitated by the United States Department of Transportation’s USDOT’s reorganization of its Information Technology (IT) function into a digital factory model under the 1DOT organization.


The FRA requires continuous DevOps Support Services to maintain mission-critical systems and applications. This includes automated software deployment, cloud infrastructure management, and continuous integration/continuous delivery (CI/CD) pipeline maintenance.


The authority to extend this order contract without full and open competition is located under GSARFAR 538.7104-3.  The pertinent authority is GSAR 538.7104-3(b)(ii) provides an exception to fair opportunity where “only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.”
