Emergency Electrical Repair

The Social Security Administration (SSA) awarded a sole source contract to Cupertino Electric, Inc. to assess and repair critical damage related to the failure of the "D Bus Bar" and associated electrical gear. The contract, issued under Purchase Order # SS09-14-51005, falls under the NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors. Given the urgency and severity of the electrical failure, a full power shutdown was mandated by the SSA’s Remote Operations Control Center and the Pacific Gas & Electric Company to evaluate the damage and implement temporary repairs. Due to time constraints and the critical nature of the repairs, SSA determined that only Cupertino Electric was reasonably available to perform the work and awarded a firm fixed price contract with a six-month performance period. This procurement relied on the authority of FAR Part 13.106-1(b) to solicit from a single source without seeking additional quotations, as the acquisition did not exceed the simplified acquisition threshold and urgency was a primary factor. The contract is not a request for quotations, and the Government will not compensate for unsolicited information. Communication regarding this contract is limited, with telephone inquiries neither accepted nor returned. The place of performance is Richmond, California, and points of contact include Renata Terry and Contracting Officer Matthew Manning of the SSA Office of Acquisition and Grants based in Baltimore, Maryland.
