Notice of Intent to Sole Source - Microsoft Support Services

The Social Security Administration (SSA) plans to enter into a sole source contract with Microsoft Corporation under specific federal acquisition regulations that allow bypassing competitive bidding when only one source can meet agency needs. This contract is intended to secure Microsoft Support Services crucial for SSA’s IT business functions and enterprise projects. Microsoft will provide specialized expertise and a range of services including software upgrades, network design and planning, deployment of Microsoft products within SSA’s environment, migration strategy planning, optimization of hardware and software, and timely issue resolution. Additionally, the contract includes access to Microsoft Public Sector Enterprise Services such as consulting, premier, and digital advisory services, enabling SSA components to leverage a centralized vehicle for Microsoft support aligned with the agency’s enterprise licensing agreement. Microsoft is uniquely qualified and the sole capable source for this support due to its exclusive access to proprietary software code, future releases, confidential plans, and specialized knowledge of their technology and design specifications. The contract period is set for one year with options to extend annually up to four additional years plus a potential six-month extension. SSA emphasizes that responses to this notice must be written and demonstrate bona fide capabilities, although SSA retains sole discretion on whether to pursue competition. The contract will be managed out of SSA’s Baltimore office with performance taking place in Woodlawn, Maryland, and the designated contact for this procurement is a contract specialist within SSA.
