HD Video Channel Lease on Yahsat satellite

The Broadcasting Board of Governors/International Broadcasting Bureau intends to award a non-competitive contract to Arqiva, Inc. for the lease of one High Definition video channel at 3.5 Megabits and one radio channel at 256 kilobits on the Yahsat satellite at 52.5E, East Beam Transponder 15. The contract is expected to have a base period of one year with four subsequent one-year option periods. This procurement is being conducted without full and open competition because Arqiva, Inc. is the operator of the specific transponder required. Securing a position on Transponder 15 is critical for the agency to maximize viewership and deter signal jamming, as the transponder also hosts high-visibility broadcasters such as the BBC, CNN International, and Euronews. While the government intends to negotiate with Arqiva, Inc., interested firms may submit written responses by May 6, 2015, demonstrating their ability to provide the same specific satellite lease requirements and providing evidence of transponder ownership.

Music Research in the Middle East

The Broadcasting Board of Governors, International Broadcasting Bureau, is seeking a contractor to conduct music research focusing on the tastes and preferences of Arab adults aged 17 to 28. The research will take place in Amman, Beirut, Alexandria, Abu Dhabi, Casablanca, and Baghdad. The selected contractor will play musical excerpts provided by the government to a specific sample of respondents and record their reactions via questionnaires. Fieldwork involves recruiting 50 fresh respondents per week in most cities, with Baghdad on a bi-weekly schedule, ensuring specific socio-economic and gender quotas are met. The contractor is responsible for the entire project lifecycle, including design, translation, interviewer training, data processing, and the delivery of electronic results every Friday. This is a firm-fixed price contract with a base period from October 1, 2010, to September 30, 2011, and four optional one-year extensions. Evaluation of proposals will prioritize the offeror's experience in international and Middle Eastern music research, past performance, and their proposed recruitment methodology.
