Data Systems and Website Support Services BPA

The U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) intends to award a short-term sole-source bridge contract for Data Systems and Website Support (DSAWS) services to Sapient Government Services, Inc. This action, taken under the authority of 41 U.S.C. 3304(a)(2) and FAR 8.405-6(a)(1)(i)(C), is designed to prevent an imminent break in mission-critical services while a long-term acquisition is finalized. The contract supports five core digital infrastructures: the HRSA Data Warehouse and Enterprise Sites Repository (ESR), the Enterprise Data Science and Analytic Platform (HEDSAP), the Next Gen Uniform Data System (UDS+), the HHS Telehealth Website, and the Insure Kids Now (IKN) data system. These systems are vital for the oversight of over 1,400 health centers and the management of data for more than 30 million patients using FHIR standards. The anticipated period of performance begins January 19, 2026, with an eight-month base period ending September 18, 2026, and one optional four-month extension through January 18, 2027. HRSA may further extend services under FAR 52.217-8 if necessary to ensure continuity. Sapient Government Services, Inc. was identified as the only source capable of maintaining Day One operational readiness without disruption due to their existing infrastructure and program familiarity. While this is a sole-source intent, HRSA is accepting capability statements from other vendors until January 14, 2026, provided they can demonstrate the ability to perform all requirements immediately without transition assistance or reliance on incumbent resources.

Program Management Technical Assistance and Training (PMTAT): Operational Site Visit

The U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) intends to award a short-term sole-source bridge contract to Management Solutions Consulting Group, Inc. (MSCG) for Program Management Technical Assistance and Training: Operational Site Visits (PMTAT) services. This action is taken under the authority of 41 U.S.C. 3304(a)(2) and FAR 6.302-2 due to unusual and compelling urgency. The contract is designed to prevent a lapse in mission-critical oversight services for over 1,400 federally funded health centers while HRSA completes a long-term acquisition process. PMTAT services include conducting operational site visits, providing specialized technical assistance, maintaining performance monitoring resources, and ensuring awardee compliance with statutory, fiscal, clinical, and governance requirements. The anticipated period of performance begins on January 7, 2026, with a base period ending July 6, 2026, and one optional six-month extension through January 7, 2027. HRSA may further utilize FAR 52.217-8 to extend services if necessary to avoid operational disruptions. MSCG has been identified as the only responsible source capable of maintaining full operational readiness by the start date due to their existing infrastructure and program familiarity. While this is a sole-source intent, HRSA is inviting capability statements from other vendors who can demonstrate full Day One operational capacity without reliance on incumbent resources. Such statements must be submitted to [email hidden] by 12:00 PM EST on January 2, 2026.
