Replacement/resealing of the roof and building envelope at MFE ATCT

The contract involves comprehensive civil and architectural work focused on the replacement and repair of the building envelope at the McAllen Federal Express (MFE) Air Traffic Control Tower (ATCT). Key activities include replacing the PVC roof membrane on the tower and cab roof, updating the vinyl sidings of the ATCT including areas above and below the cab windows, and constructing stud structural framing along with an Exterior Insulation Finishing System (EIFS) on the ATCT. Additionally, a perimeter foundation beam for the EIFS will be constructed, and the front exterior storefront door will be replaced. The project also encompasses reconstructing the concrete sidewalk at the storefront, abating lead paint at the building entrance and windows, and moving existing utilities, HVAC, and electrical conduits away from the new EIFS installation to ensure proper integration and safety. Mechanical upgrades are also included, such as replacing the HVAC packaged unit on the 4th floor, installing a mini-split air conditioning system in the Telecom room, and installing a common fresh air intake duct for the 4th-floor HVAC units. The scope extends to exterior improvements like replacing the storefront door and reconstructing the sidewalk, as well as addressing environmental hazards through lead paint abatement. The solicitation, posted by the Department of Transportation’s Regional Acquisitions Services, is set aside exclusively for small businesses under the SBA’s total small business set-aside program, with a response deadline of September 5, 2025. The project aims to enhance the structural integrity, safety, and functionality of the facility, ensuring compliance with relevant standards and specifications.
