Loup Loup South Summit Area Cross Country Trail Grooming

The Washington State Parks and Recreation Commission is soliciting proposals under RFP 527-446 for professional trail grooming services in the Loup Loup South Summit Area, located within the Okanogan-Wenatchee National Forest in Okanogan County. The selected contractor will be responsible for maintaining approximately 28 miles of cross country ski trails, ensuring a finished surface width of at least 10 feet that includes both a skating lane and a set track. All work must adhere to WR-111 Cross Country Ski Trail Grooming Standards, with grooming typically commencing once a base snowfall of 12 to 18 inches is achieved. The contract is designed for an initial five-year term with potential extensions up to ten years total. Proposals are evaluated based on best value, considering bidder responsibility, experience, and a detailed plan of operation. Bidders must provide all-inclusive hourly rates for each piece of equipment proposed and submit a monthly grooming schedule by November 1 each year. Key requirements include the use of snow groomers with closed, heated cabs and specific track widths to ensure proper flotation and skier safety. The agreement is governed by Washington state law, including RCW 79A.05.225, and strictly prohibits subcontracting without written approval. Payment is processed via the Statewide Vendor Payment system, and the contractor is required to maintain detailed grooming logs and engine meter hours for payment validation.
