R -- Broad FOIA Request for Data Collection and Review

The Federal Motor Carrier Safety Administration's General Counsel office is seeking information from industry sources with experience in managing and processing large-scale document productions to assist with a broad FOIA request. This request focuses on FMCSA records over a 58-month period related to plans and programs evaluating the safety of Mexican trucking companies operating in the U.S., involving data from more than 30 divisions and offices nationwide. The volume of responsive records is estimated between 100,000 and 500,000 pages, with about 43% in electronic form. The agency is interested in modern, cost-effective, and innovative technological solutions such as Electronic Data Discovery, hosted review repositories, or native review tools to support efficient processing. While government attorneys will conduct the final legal review, most of the work is expected to occur at the contractor’s facility, with the exception of managing a FOIA reading room. Interested parties are invited to submit a concise white paper, not exceeding three pages, outlining their company’s capability, relevant NAICS code, contact information, references, pricing strategy, estimated cost, performance period, and identified risks. This submission is for informational purposes only; there is no current solicitation, and no contract will be awarded nor costs reimbursed from this request for information. Responses must be submitted electronically by June 19, 2007, to the specified point of contact, with all inquiries restricted to the information contained in the notice, as questions will not be answered. The government will use the information gathered to decide the appropriate acquisition approach.
