58 -- Audio Visual Equipment

The Department of Homeland Security intends to award a sole source contract to AVI, Inc. for the purchase of various audio visual equipment to support the ongoing upgrade of the National Response Coordination Center (NRCC). AVI, Inc. has been the primary contractor responsible for the design and installation of equipment for the NRCC over the past several months, delivering a turn-key upgrade to enhance the center's operational capabilities. The contract will be awarded under simplified acquisition procedures in accordance with FAR 13.106-1(b)(1) and FAR Subpart 13.1, with the justification that AVI, Inc. is the only source capable of maintaining consistency and integrity in the project. The equipment to be procured includes commercial items classified under NAICS code 334310 and will be delivered under AVI’s existing GSA Schedule Contract. This procurement involves a delivery order that may incorporate both equipment and professional installation and integration services. While this Notice of Intent is not a solicitation for competitive quotes, interested parties may submit their capabilities and qualifications to the designated contract specialist by the specified deadline. These submissions will only be used to determine if a competitive procurement is necessary, with the government retaining final discretion on whether to proceed competitively. The contract supports critical mission functions of FEMA within the Department of Homeland Security’s National Continuity Section.

J -- Retrofit of Communication Tower Trailers

The Federal Emergency Management Agency (FEMA) Mt. Weather Emergency Operations Center is seeking to negotiate a sole source contract with Teltronic Inc. for retrofitting four communications tower trailers used in the Mobile Emergency Response System and Land Mobile Radio equipment. This retrofit involves upgrading and standardizing Motorola equipment across all trailers to support the National Disaster Medical System and Urban Search and Rescue programs. All trailers must have identical equipment and configurations, allowing them to operate independently or together without the need for reconfiguration or equipment swapping. The scope includes upgrading firmware to a uniform level, overhauling government-furnished repeaters to factory specifications, and replacing antennas, duplexers, power supplies, and RF power amplifiers as necessary. The contractor must employ certified technicians licensed by Motorola to perform software upgrades on the existing government-owned equipment. The contract requires the provision of specific equipment including Telwave wattmeters, IS PolyPhasers, Cellwave antennas and duplexers, Bud equipment racks, and Motorola power amplifiers and power supplies. Interested parties are invited to demonstrate their capability and provide relevant descriptive literature and proof of certification by Motorola. Responses must be submitted by July 17, 2006, indicating the ability to perform the retrofit services and supply the necessary equipment. Although this is not a competitive solicitation or a small business set-aside, the government will consider all responses to determine whether a competitive procurement is warranted. The contract falls under NAICS code 811213 with a small business size standard of $6.5 million. The contracting point of contact is Sandra A. Nixon at the Department of Homeland Security in Berryville, VA.

70 -- High Availability Call Management System

The Federal Emergency Management Agency (FEMA) at Mt. Weather Emergency Operations Center in Virginia plans to procure equipment and software from Avaya, Inc. on a sole source basis to replace its current Avaya Solaris-Based Call Management System (CMS). The new system will be a High Availability (HA) CMS featuring two redundant Sun Fire 890 CMS servers with dual power supplies and admin-sync software, ensuring enhanced reliability and support for ongoing helpline traffic related to Hurricane Katrina. The acquisition includes a broad range of Avaya hardware, software licenses, adapters, cables, implementation services, and upgrades sourced through Avaya’s GSA Schedule Contract and Federal Open-Market Pricing. This procurement is intended to maintain and improve critical communication capabilities during emergency operations. Interested parties are invited to demonstrate their capacity to supply the required items by providing descriptive literature and pricing, although this solicitation is not a request for competitive proposals and will not necessarily be competed. Responses must be received by May 11, 2006. The procurement falls under NAICS Code 334119, with no small business set-aside, and is managed by the Department of Homeland Security’s National Continuity Section, with Sandra A. 58 -- Retrofitting of Vehicles

The Federal Emergency Management Agency (FEMA) is seeking to negotiate a sole source contract with On Call Communications, based in Lake Forest, CA, to retrofit its Mobile Disaster Recovery Centers (MDRCs) and Mobile Emergency Response System (MERS) vehicles with updated satellite communication equipment. This retrofit aims to ensure all twelve MDRCs and multiple MERS vehicles, which currently use outdated or incompatible equipment, operate on a unified platform to support voice and data communications in the field. The upgrade is critical to maintaining FEMA’s response and recovery effectiveness, as the current disparate systems risk equipment failure and hinder interoperability. On Call Communications has previously performed similar retrofit work for FEMA during fiscal years 2004 and 2005, making them uniquely qualified for this continuation project. FEMA plans to award a purchase order using Simplified Acquisition procedures and emphasizes the importance of vendor continuity to avoid risks associated with multiple vendors supporting small numbers of vehicles. The contract is designated as a small business set-aside under NAICS code 517310 with a size standard of 1500 employees. Although this is not a competitive solicitation, FEMA is inviting responses by May 12, 2006, to determine if competition is necessary. Responses should be submitted via email to the designated Contract Specialist, Sandra Nixon. This effort is managed by the National Continuity Section of the Department of Homeland Security, with work supporting emergency preparedness and disaster recovery capabilities.
