The HIV Research Network proprietary database

The Health Resources and Services Administration intends to enter into a sole source contract with the Johns Hopkins School of Medicine for access to the HIV Research Network proprietary database. This database contains critical HIV care and treatment patient information spanning a ten year period. The agency has determined that Johns Hopkins is the only responsible source capable of providing these specific services, justifying the use of a non-competitive procurement process under FAR 6.302-1. This acquisition falls under NAICS code 541611 with a size standard of 15 million dollars. While no solicitation is currently available, interested parties were given a fifteen day window from the publication date to express interest. The final decision to proceed without competition remains at the sole discretion of the government, and any received responses will be used primarily to determine if a competitive procurement is necessary.
