Special Education Assessment Tools

This award notice concerns solicitation HE1280-14-P-0002 for the procurement of Special Education Assessment Tools, issued by the Department of Defense through the DoDEA Europe Region Office. The contract was awarded as a single-source procurement under Simplified Acquisition Procedures, as the value exceeded the micro-purchase threshold but remained below the simplified acquisition threshold of 150,000 dollars. The procurement falls under NAICS code 611710 and was managed by Contracting Officer Sarah E. Henney. The specific purpose of the contract was to acquire specialized assessment tools, including the CELF-5, PLS-5, and DIAL-4, exclusively from Pearson Publishing. This single-source selection was justified based on the necessity of specific psychometric requirements and normative samples essential for maintaining DoDEA special education compliance. These comprehensive tools were deemed necessary to meet the rigorous standards required for student assessments within the organization.
