The Department of Defense Dependents Schools-Europe (DoDDS-E) Procurement Office intends to issue an Invitation for Bids (IFB) for a non-personal services, Firm Fixed-Price, Requirements type contract, to provide student transportation services in support of the DoDDS-E schools located in the Kaiserslautern District (Germany). The resulting contract will be issued for a Base Year and Four (4) Option Years. It is the Government's intention to publicize the solicitation on FedBizOpps within the next thirty (30) days. Bidders are responsible for monitoring and downloading the solicitation and any amendments from FedBizOpps. Telephone, e-mail, and fax requests for the solicitation or subsequent changes will not be accepted. The solicitation is unrestricted under the North American Industry Classification Code (NAICS) 485410. All Bidders must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to submitting a bid. The Contractor shall provide all personnel, supervision, services, vehicles, and equipment necessary to safely transport students and other authorized individuals to and from their designated schools and alternate sites for classes and authorized school activities, to include Career Practicum or other curricular shuttle runs as identified on the route schedules provided by the Government. SAFETY of the passengers is of highest priority in the performance of contract services. The Government intends to hold a pre-bid conference to provide clarification regarding the bidding process as outlined in the solicitation. The Government will not conduct individual (one-on-one) discussions with bidders during the pre-bid conference. Instead, all bidders will address their questions and concerns in the public venue and all Government responses will be addressed to all bidders and posted to FedBizOpps following the conference. The one exception to this rule is regarding any questions containing proprietary information that an offeror does not wish to make known to the public. Details about the date, time, and place of the pre-bid conference will be provided in the solicitation.
