John Leggott Sixth Form College is seeking a qualified transport operator to provide safe, reliable, and efficient passenger transport services for students traveling to and from the campus in Scunthorpe. The scope of work includes the operation of scheduled student transport routes within the college catchment area, requiring the provision of appropriately licensed vehicles and drivers. The contract allows for flexibility through the purchase of additional or amended routes, ad-hoc trips, and changes in vehicle capacity based on student demand. The initial term of performance is for three academic years, running from September 1, 2027, to August 31, 2030, with the college holding the sole discretion to extend the agreement for up to two additional years. The contract will be awarded to the compliant bidder achieving the highest total weighted score based on quality and technical delivery (40%), price (40%), and sustainability, social value, and added value (20%). Mandatory pass/fail requirements include operator licensing, insurance, health and safety compliance, and strict safeguarding measures, specifically enhanced DBS and barred-list checks for all drivers. Bidders must submit a fixed annual price for core routes and provide a comprehensive technical response including mobilization and business continuity plans. Valid and undisputed invoices will be paid within 30 days following verification, and all pricing must be stated inclusive of VAT.
