BID 2027-003: BOE Transportation Services

The Town of Bethel Board of Education is soliciting proposals for school transportation services for a five-year term running from July 1, 2027, through June 30, 2032. The scope of work includes transporting authorized persons to and from public schools in Bethel, authorized private or parochial schools, and other required programs outside the town. Services are divided into categories including regular home-to-school transport using Type I buses and special education, preschool, and trip services using vans and small transportation vehicles. The contractor is responsible for providing all labor, equipment, management, and a depot, while ensuring safe, reliable, and on-time service. All vehicles must be marked with Bethel Schools and meet specific six-inch lettering requirements and DMV inspection standards. The award will be based on the best interest of the Board and Town, evaluating factors such as experience, staffing plans, safety records, fleet maintenance, and financial strength rather than solely on the lowest price. Proposers must provide a bid security of 10 percent of the first-year price and may be required to provide a performance bond equal to 100 percent of the annual contract cost. Strict compliance with student data privacy laws, including FERPA and Connecticut state statutes, is mandatory. The contract includes provisions for the Board to terminate without cause with 120 school days' notice and allows for the rejection of any vehicle deemed unsafe. Payment is processed by the 15th of each month, with final annual reconciliation due by June 15.
