Notice of Intent to Increase IDIQ Contract Ceiling

The Federal Highway Administration's Central Federal Lands Highway Division is increasing the ceiling of contract DTFH6816D00007 with CH2M Hill, Inc., an indefinite delivery/indefinite quantity contract primarily focused on providing professional architect-engineering project development, plans, specifications and estimates (PS&E), and post-design construction services. This contract supports multiple Federal Land Management Agencies, the Department of Defense, as well as State and Local Governments within a 14-state region. The ceiling increase, from $17.5 million to $18.25 million, is driven by the continuation of ongoing task orders awarded in fiscal years 2019 and 2020, many of which are over 30 percent complete, with some requiring post-design services during construction. Maintaining the current contractor is deemed necessary to avoid duplication of effort and delays that would result if a new contractor was brought in, given the complexity and progression of the work. The decision to increase the contract ceiling under 41 U.S.C. 3304(a)(1) is intended to facilitate timely completion of the existing task orders while meeting required construction schedules. This notice is not a solicitation for competitive proposals, and the government does not expect to recover the value of duplicated efforts through competition. Any responses to the notice must provide compelling reasons demonstrating that competition would benefit the government, although no solicitation for new proposals will be issued. The contract work primarily pertains to professional and technical architectural and engineering services, and the office managing this action is located in Lakewood, Colorado, with Sheri Walsh as the point of contact.

Architect and Engineering (AE) Construction Inspection and Engineering Services

The Federal Highway Administration's Central Federal Lands Highway Division (CFLHD) plans to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for construction project management, inspection, and administrative support across various phases of construction projects. These contracts will cover engineering and construction services for projects managed by several federal and tribal agencies, including the National Park Service, USDA Forest Service, U.S. Fish and Wildlife Service, Bureau of Indian Affairs, Bureau of Land Management, Department of Defense, U.S. Army Corps of Engineers, and Bureau of Reclamation. The geographic scope spans multiple western and central states such as Arizona, California, Colorado, and others. The total shared contract capacity is planned at $70 million, with a contract duration of up to five years, including a base year and four option years. The work primarily involves providing on-site consultant personnel such as Project Officer Engineers, Construction Inspectors, Project Managers, and Senior Scheduler/Claims Analysts who will support construction activities related to roadways, bridges, and trails, ranging from new construction to rehabilitation. The solicitation process will be competitive and adhere to NAICS code 541330, open to all business sizes with a small business size standard of $16.5 million. Contract awards will be based on best value to the government, evaluating both price and technical factors. Proposals must be comprehensive to facilitate thorough evaluation. The formal solicitation is expected to be issued electronically around September 22, 2020, with registration in the System for Award Management (SAM) required for participation. The government retains the right to reject all offers and will use a technical evaluation process to select awardees.
