Advanced Research Center (ARC)

The Missile Defense Agency (MDA) is preparing a competitive procurement for support services related to the Advanced Research Center (ARC), which plays a crucial role in supporting the Ballistic Missile Defense System's Hardware-in-the-Loop and Ground Testing operations. This contract focuses on providing test infrastructure support, network and software development for continuous integration and agile testing, and enhancements to cybersecurity capabilities. The scope includes program management, IT, and flight test support, with a special emphasis on maintaining and improving the ARC’s testing environment. The procurement is set aside for Women-Owned Small Businesses (WOSB) under NAICS code 541715, with a contract structured as a single award cost-plus contract featuring both Award Fee and Fixed Fee elements. The performance period includes a five-year base plus three one-year options. Offerors must be capable of obtaining and maintaining Top Secret facility clearances and comply with stringent cybersecurity requirements, including various Defense Federal Acquisition Regulation Supplement clauses related to safeguarding defense information and cloud computing. Foreign firms are excluded from participation at any level, and an Organizational Conflict of Interest clause will restrict involvement for contractors associated with certain MDA contracts to protect the Government's interests. The solicitation process will proceed through electronic postings on FedBizOpps, with a draft Request for Proposal expected in early 2018, followed by a final issuance in April 2018. Offerors must be registered in the System for Award Management (SAM) and regularly monitor the FedBizOpps website for updates. MDA emphasizes its commitment to small business participation and requires that proprietary information, if submitted, be clearly marked and segregated, with classified material not accepted.

Advanced Research Center (ARC) Request for Information for Industry Day

The Missile Defense Agency (MDA) issued a request for information to gauge industry interest and gather feedback in preparation for an upcoming Industry Day at the Advanced Research Center (ARC), anticipated to take place in June 2017. This event is dedicated to U.S. contractors holding SECRET clearances and aims to familiarize them with the ARC’s operations while soliciting technical questions relevant to the future ARC Follow-On services acquisition strategy. The ARC supports Ballistic Missile Defense System hardware-in-the-loop ground testing through critical infrastructure and cybersecurity engineering. The follow-on contract will address various technical areas including network infrastructure development, cybersecurity policy implementation, professional network management, test asset support, software development environments, classified data handling, and facility security operations. The Industry Day is intended to precede decisions on the acquisition approach for the Follow-On Indefinite Delivery/Indefinite Quantity contract that will succeed the existing ARC contract. Participation is limited, with a maximum of three individuals per firm allowed, and companies must submit attendee information along with technical inquiries by May 24, 2017. This announcement does not constitute a solicitation or contract award and carries no funding authorization. If a solicitation is issued, it will include provisions such as Federal Acquisition Regulation clauses on nondisplacement of workers, organizational conflict of interest limitations, facility clearance requirements (Top Secret), and compliance with specific Defense Federal Acquisition Regulation Supplement cybersecurity and cloud service clauses. Only U.S. companies will be eligible, and the MDA encourages maximum small business participation. Further interaction with respondents may occur on a case-by-case basis to clarify submitted information.
